Study Finds Bath and Body Works Gift Card is Americans' Favorite
Chain Store Age reports that Bath and Body Works' gift card has topped the Gift Card Performance Index from the Global Prepaid Exchange. Research by the Global Prepaid Exchange indicates that the Bath and Body Works is Americans' favorite.
Bath and Body Works claimed the top spot, narrowly edging out Red Lobster Restaurants and iTunes. All these favorites had very high levels of satisfaction and were the cards that recipients would most recommend to others. Factors such as retailer preferences and service levels were directly related to which cards consumers chose as their favorites.
Other high ranking gift cards included Red Lobster, iTunes, Nordstrom, Walgreens, Lowes and Home Depot.

Federal Reserve Announces New Gift Card Rules
The Wall Street Journal reports that the Federal Reserve Board has announced proposed rules to limit gift card fees and expiration dates.
- Gift card retailers and issuers are prohibited from charging fees to customers who have used their cards in the previous year.
- Gift card issuers can only charge one inactivity, dormancy or service fee per month.
- Expiration dates for funds underlying gift cards must be at least five years after the date of issuance, or five years after the date when funds were last loaded.
The proposed new rules are not in effect for this holiday season. They don't go into effect until next August. They are the gift card provisions of the Credit Card Accountability Responsibility and Disclosure Act of 2009.
Retailers make cards much less attractive if they implement penalties, expiration dates and inactivity fees. If retailers want consumers to buy their gift cards the less restrictions on the card the better.

Saks Offering Gift Cards to Shoppers Spending $250 or More on October 22nd
Saks Fifth Avenue is running a promotion called Spend$ome Get$ome that allows customers to earn a gift card for spending a certain amount of Saks stores. The offer for Thursday, October 22nd only is running online at Saks.com and in Saks stores. The offer gives shoppers a gift card for different levels of spending starting with a $25 gift card for spending in the $250 to $499 range.
You can see the complete details on the Saks website. The fine print lists some designer exclusions and says the gift card offer is not valid on pre-orders. The fine print also says the gift cards are valid through December 31, 2009. That is not very far away. If you get one you will want to be sure to return to Saks again this year to spend it.
These types of gift card promotions were expected by retailers this year. Expect more of them early on in the holiday shopping season as retailers try to lure shoppers into stores.

Retailers to Lure Consumers With Gift Card Offers
The Wall Street Journal reports that retailers are trying to use gift card offers to lure consumers into stores. One of the offers mentioned is that Target plans to hand out cards worth $10 to shoppers who spend at least $100 before noon the day after Thanksgiving, which is Black Friday. The Wall Street Journal story says the new gift card tactics come after a drop in sales last year. The drop was a combination of the recession hitting home for consumers and consumers wary of all the news about gift card fees and penalties for not using the cards.
The new cards are responding to a drop-off in sales. During the 2008 holiday shopping season, gift-card sales dropped 5%, the first decrease after nearly a decade of strong growth, according to the 2009 Gift Card Trend Report from Archstone Consulting, a Connecticut-based management consulting firm.
This year, gift-card sales are expected to be flat at best compared with last year, or, at worst, down 5%. The average amount of a gift card is expected to fall about 12% to $46, according to Archstone.
Fees, restrictions and expiration dates on gift cards have tarnished their reputationsfor some gift-givers, said Dave Sievers, retail practice leader at Archstone. Pressure from consumer groups and pending legislation have helped changed certain practices that were unpopular with shoppers.
Gift cards are still going to be a hard sell this year. If retailers have gift cards with no fees or penalties they should get the word out. Consumers don't want to be penalized for holding onto a gift card for a couple years.

Best Buy Employee Busted For Running Gift Card Scheme
KSTP-TV reports that a Best Buy employee was busted for running a Gift Card scheme. The employee purchased as much as $9,000 worth of products before being caught.
"It appeared that he was completely setting himself up, furnishing his apartment," explained Minnetonka Police Sgt. David Riegert. "Initially Best Buy reported about 20 to 25 items were taken. They thought somewhere in the neighborhood of about $9,000 in property."
Once Minnetonka Police issued this search warrant, they found about double what they expected. Investigators say Brown would help customers with a purchase at the store, but then used another employee's identification number and a copy of the receipt to return the items.
Authorities say Brown put that money onto a gift card and then spend away on BestBuy.com. It seemingly worked, until a couple customers came back.
The article says the Best Buy employee had 3 to 4 packages arriving at his home each day before he was caught.

Eddie Bauer Plans to Continue Honoring Gift Cards
Brandweek reports that Eddie Bauer will be honoring gift cards despite the recent bankruptcy. CCMP, the stalking-horse bidder that is likely to win court approval to buy Eddie Bauer in the bankruptcy auction, has agreed to honor gift cords.
Eddie Bauer sells its gift cards and e-cards into the incentive and corporate markets channel, and is a member of the Incentive Gift Card Council.
Citing concerns about its ability to meet debt payments, the Seattle-based firm, established in 1920, asked the U.S. Bankruptcy Court in Delaware to allow the sale to an affiliate of CCMP for $202 million in cash. It is pursuing a related case in Canada.
According to a company statement, CCMP "intends to operate the business as a going concern with little or no long-term debt. CCMP Capital has agreed to: Keep the majority of the stores open and retain the majority of the employees; support company motions to maintain critical vendor relationships and payments; and support company motions to honor gift cards and the company's loyalty reward program."
Things could still work out differently for Eddie Bauer gift card holders if the CCMP planned purchase does not succeed.

Gift Card Trading Site Plastic Jungle Raises $4.8 Million
Internet Retailer reports that Plastic Jungle has raised $4.8 million in financing. The website lets people buy, sell and trade store gift cards.
"This funding not only allows us to advance our company but also brings tremendous knowledge and resources through our investors, all of whom have a wealth of valuable experience," says Gary Briggs, CEO of Plastic Jungle. "We are entering a very exciting phase of our business and remain uniquely poised to create a new and more efficient market where consumers can realize the full benefit of gift cards they receive, and retailers can attract incremental revenue and profit by ensuring gift cards move into the hands of their best and most profitable consumers."
The website probably sees the most activity during and after the holiday season. Be careful when trading or buying gift cards to make sure that you are purchasing an active gift card for a store that is still in business.
