A move to ban plastic bags in California has failed. USA Todayreports that the bill lost 14-21. The bill would have first prevented large retails, such as Target and Walmart, from using plastic bags in 2012. In 2013, convenience stores, drugstores and small stores would have been banned from using plastic bags.
Assemblywoman Julia Brownley, D-Santa Monica, the author of the bill, said, "This is a sad day for California. Communities across the state were waiting for the state to adopt a uniform, statewide ban on single-use bags before they adopt their own ordinances. The state failed them."
Critics of the bill said it would inconvenience shoppers. Critics also said the bill could cost California jobs if it forced the plastic bag manufacturing industry to layoff employees.
