Justin Bieber appears in a new PSA for PETA that reads, "Animals Can Make U Smile. Adopt From Your Local Shelter." PETA says that 6 to 8 million abandoned or stray dogs and cats enter animal shelters every year and half of them must be euthanized because of a lack of good homes.
